Pradhan Mantri Awas Yojana(PMAY)

The Odisha Housing Mission assigned a target to the Bhubaneswar Municipal Corporation, for preparation of a Detailed Project Report under “Beneficiary-led Individual House Construction and Enhancement”, for 962 nos. of Slum-Households of Bhubaneswar City, who were living in Kutcha and Semi-Puca Houses, having their RoRs in their own name.

Hence, BMC has prepared this Detailed Project Report (DPR) for 962 nos. of EWS households from Authorised Slums of Bhubaneswar City, living in Kutcha and Semi-Kutcha (Semi-Pucca) houses and having their RoR in their names, as per the surveys conducted under RAY. This DPR is prepared as a Centrally Sponsored Project under the 4th Vertical of PMAY and 6th Model of State’s Policy for Housing For All in Urban Areas of Odisha, 2015, to provide a decent and standard Pucca EWS housing, invariably with a toilet and other basic infrastructures like drinking water supply, electricity and provision of solid-waste disposal system, so that they can enjoy a quality of life which is at par with the other parts of the Bhubaneswar City.

Concept, Vision & Objectives

Since the Mission of Housing For All (Urban) replaces the earlier RAY project, it naturally encompasses all the vision & objectives of RAY; and since the State Govt., in the meantime, has already announced its’ Policy for Housing For All in Urban Areas of Odisha, 2015, the concept, vision and the objectives of this DPR naturally conforms to the concepts and broad vision & objectives envisaged under RAY, PMAY and to the State’s Policy for HFA in UAs of Odisha.

Vision & Objectives Under PMAY

The Hon’ble President of India, in his address to the Joint Session of Parliament on 9th June, 2014 had announced that, “By the time the Nation completes 75 years of its Independence, every family will have a pucca house with water connection, toilet facilities, 24x7 electricity supply and access.”

Honourable Prime Minister envisioned Housing for All by 2022, when the Nation completes 75 years of its Independence. In order to achieve this objective, Central Government has launched a compre­hensive mission of “Housing for All by 2022”.

In compliance to the above Vision & objectives of the Gov­ernment, with the approval of competent authority, the Ministry of Housing and Poverty alleviation, Government of India, launched the Mission of Housing for All (Urban), with a vision to provide housing to all by 2022, vide their Memorandum dated 25th June, 2015.

The Mission under PMAY is not limited to the slum dwellers only; it encompasses all urban poor, irrespective of the fact, whether they are living in a slum area or not.

Vision & Objectives Under RAY

  • Bringing existing slums within the formal system and enabling them to avail the same level of basic amenities as the rest of the town.
  • Readdressing the failures of the formal system that lie behind the creation of slums
  • Tackling the shortages of urban land and housing that keep shelter out of reach of the urban poor and force them to resort to extra-legal solutions in a bid to retain their sources of livelihood and employment.

Vision & Objectives Under State's Policy for HFA in UA

Further, the Govt. of Odisha, vide H & UD Deptt. Resolution dated. 14th August, 2015, announced the “Policy for Housing For All in Urban Areas of Odisha, 2015”, to create a comprehensive, holistic policy framework to address all aspects of housing for the urban poor including slum rehabilitation and redevelopment as well as new housing and rental housing. It adopts seven models of intervention for creation of affordable housing stock and slum redevelopment, in-situ as well as relocation, through private sector participation mechanism and or undertaking of projects directly through government agencies. The Vision & the objectives envisaged under the State’s policy in this regard are as follows:

  • To create a comprehensive, holistic policy framework to address all aspects of housing for the urban poor including slum rehabilitation and redevelopment as well as new housing and rental housing.
  • To promote inclusive mixed housing development in all new housing projects, both in the public and private domain.
  • To promote mixed land use in housing estates in future so as to meet requirements of neighbourhood shopping, retail etc. within walking distance.
  • Tenable proactive market-led efforts to address the low and informal income.
